As part of the Angola 2025 Plan, outlined by the Angolan government to increase electrification rates using environmentally friendly energy sources, over one million people in 60 communes across Angola will benefit from electricity from the public grid. In line with Angola’s electrification efforts, a groundbreaking ceremony for the Rural Electrification Project in the Moxico Province took place on the afternoon of Thursday, November 16th, in the Luau Municipality. The event, presided over by the Minister of Energy and Water, alongside the provincial Governor Ernesto Muangala, and attended by ambassadors from the Republic of Portugal, Francisco Alegre, and the Federal Republic of Germany, Stefan Traumann, as well as renewable energy ambassadors, the Vice-Provincial Governor, and senior officials from the energy sector, DNNER, PRODE, ENDE, and the Project Patron, the Esteemed Musician Matias Damásio.

Following the groundbreaking ceremony and the laying of the foundation stone to initiate the works, a contract was signed between the public company PRODEL, representing the Angolan State as the project owner, and the Portuguese Group MCA, acting as the main contractor.
Minister João Baptista Borges emphasized on this occasion that the project, once constructed, is part of the priorities outlined by the Head of the Executive Power, João Lourenço, to ensure access to electricity for thousands of families living in remote areas of the country, aiming to boost economic and social development in these areas.
Regarding the design and development, engineering project, hybrid construction, and photovoltaic generation with storage systems using lithium-ion batteries, as well as the expansion of the electrical grid with new distribution networks, totaling 12 locations, will enable the country to have cleaner and cheaper energy, aiming to connect approximately 59,000 households with prepaid systems, benefiting over 370,000 people.
In Luau, it is expected to reach around 59,370 beneficiaries of this important project. Additionally, a photovoltaic park will be constructed with 55,500 solar panels, with a production capacity of 58MWp.
The Luau Rural Electrification Project is budgeted at over €1,027,587,914.00, with completion expected within three years (36 months) from the date of contract signing between both parties.
At the end of the event, the minister traveled to the Luena municipality to assess the progress of the implementation works of the photovoltaic park in the city center (Luena), which is at a 95% completion rate in terms of physical structure and will have a capacity of 26,906 MWdc.
