States to Amend APMC Acts for Successful Rollout of e-NAM 2.0
The electronic National Agriculture Market (e-NAM) has been a game-changer for the agriculture sector in India since its launch in April 2016. It has brought in transparency, efficiency, and better prices for farmers by connecting them directly to the buyers. However, to take this revolutionary initiative to the next level, the states will have to amend their Agricultural Produce Market Committee (APMC) Acts before the rollout of e-NAM 2.0 by the year-end or early next year.
e-NAM 2.0 is the upgraded version of the existing e-NAM platform, which aims to further streamline the agricultural produce marketing process and make it more farmer-centric. The new version will have additional features like warehouse-based trading, farmer producer organizations (FPOs) trading, and improved logistics for faster delivery of produce. It also aims to integrate 415 wholesale markets, which will cover more than 86% of the total trade volume in the country.
To ensure the smooth functioning of e-NAM 2.0, the states will have to make necessary amendments to their APMC Acts. These Acts were introduced in the 1960s to regulate the marketing of agricultural produce and protect the farmers from exploitation by middlemen. However, they have become a hindrance to the growth of the agriculture sector in recent times.
One of the major challenges faced by the farmers is the restriction on selling their produce outside the APMC market yards. This limits their access to a larger market and better prices. Another crucial aspect that needs to be addressed is the lack of infrastructure in APMC market yards. Most of these yards lack basic facilities like cold storage, grading and sorting units, and electronic weighing machines. This results in poor quality of produce and lower prices for the farmers. e-NAM 2.0 aims to address this issue by integrating warehouses and cold storages into the platform. This will ensure better storage and handling of produce, leading to higher quality and better prices for the farmers.
The success of e-NAM 2.0 also depends on the participation of FPOs. These organizations play a crucial role in aggregating the produce of small and marginal farmers and help them get better prices. However, the current APMC Acts do not recognize FPOs as a separate entity, making it difficult for them to participate in the trading process. The amendments to the APMC Acts will provide a legal framework for the functioning of FPOs and encourage their participation in e-NAM 2.0.
The government has been actively working with the states to bring about the necessary amendments to the APMC Acts. So far, 19 states have amended their Acts, while the remaining states are in the process of doing so. The government has also provided financial assistance to the states to upgrade their infrastructure and integrate it with the e-NAM platform.
The amendments to the APMC Acts will not only benefit the farmers but also the buyers. With e-NAM 2.0, buyers will have access to a larger pool of sellers, leading to increased competition and better prices for them.
